Committee Against Sexual Harassment

With regard to the Supreme Court Judgment and guidelines issued in 1997 to provide for the effective enforcement of the basic human right of gender equality and guarantee against sexual harassment and abuse, more particularly against sexual harassment at workplaces, the University Grants Commission (UGC) has issued circulars since 1998 to all the universities, advising them to establish a permanent cell and a committee and to develop guidelines to combat sexual harassment, violence against women and ragging at the universities and colleges.

It has further advised the universities to be proactive by developing a conducive atmosphere on the campus, where the status of women is respected and they are treated with dignity. Keeping the above guidelines in view, Satyanarayan Gupt Madhuri Devi Mahavidyalay has constituted a Committee Against Sexual Harassment. The Committee was formed as part of a larger institutional framework for the creation of a safe, equitable, and inclusive campus environment.

The Committee’s chief mandate includes considering complaints or grievances in relation to sexual harassment offences committed by students, faculty, staff, and visitors on campus, and awareness-raising.

Objectives of the Committee:

• Prevent discrimination and sexual harassment against women, by promoting gender amity among students and employees.
• Make recommendations to the Director for gender-just rules and procedures for prohibition, resolution, settlement, and prosecution of such acts.
• Deal with cases of discrimination and harassment in a time-bound manner, ensuring support services to the victim and termination of harassment.
• Recommend appropriate punitive action against the guilty party.

Procedure for Approaching the Committee:

The Committee deals with issues relating to sexual harassment at Satyanarayan Gupt Madhuri Devi Mahavidyalay. It applies to all students, staff, and faculty. A complaint may be lodged by the victim or a third party, in writing, to the Convener of the Committee. If made to any other member or authority, it should be forwarded to the Convener.

Definition of Sexual Harassment (as per Vishaka Guidelines):

• Physical contact and advances
• Demand or request for sexual favours
• Sexually coloured remarks
• Showing pornography
• Other unwelcome physical, verbal, or non-verbal conduct of a sexual nature

Other Acts Covered by the Committee:

• Eve-teasing
• Unsavoury remarks
• Jokes causing embarrassment
• Innuendos and taunts
• Gender-based insults
• Obnoxious phone calls
• Touching or brushing against body parts
• Displaying pornographic or derogatory content
• Molestation
• Physical confinement against one's will
• Any act violating privacy
