1. INTRODUCTION

The Right to Information Act intends to set out the practical regime of Right to Information for citizens to enable them to access the information under the control of public authority in order to promote transparency and accountability in the working of such authority.

Section 2(h) of the Act defines “public authority” as any authority or body or institution of self-governance established or constituted by or under the Constitution or by law made by the Parliament or any state legislature or by notification issued by the appropriate government. It includes bodies owned, controlled or substantially financed by the government.

In accordance with the provisions contained in section 2(j) of the Act, Right to Information means right to information accessible under this Act which is held by or under control of a public authority.

The Preamble to the RTI Act 2005 states:

“An Act to provide for setting out the practical regime of right to information for citizens to secure access to information under the control of public authorities, in order to promote transparency and accountability in the working of every public authority, the constitution of a Central Information Commission and State Information Commissions and for matters connected therewith or incidental thereto...”

2. UGC DIRECTIVE

Implementation of ‘The Right to Information Act, 2005’ in the Universities / Colleges — The UGC has advised all higher education institutions to proactively disclose certain categories of information on their websites and to designate CPIO / PIO / FAA for handling RTI applications.

The college maintains records in a catalogued and indexed manner to facilitate access under the RTI Act. Where resources permit, records appropriate for computerization will be digitized to facilitate quick access.

5. RTI CELL

The college has an RTI Cell functioning under the administrative supervision of the Principal. The FAA and CPIO are members of the RTI Cell. The RTI Cell assists with receiving applications, maintaining records, and facilitating a timely response to applicants.

6. DECLARATION UNDER SECTION 4(1)(b) OF THE RTI ACT 2005

The particulars of the college’s organisation, functions and duties, powers and duties of officers and employees, decision making procedures, norms for discharge of functions, rules/regulations/manuals, categories of documents held, arrangements for public consultation, and the list of boards/councils/committees are maintained and made available on this website as far as possible.

7. ANNUAL REPORT U/S 19(8)(a)(vi) OF THE RTI ACT 2005

Annual returns and information required under Section 19(8)(a)(vi) shall be collated and made available on request or published on the college website as per statutory requirements.
